The park is part of the Waterfront Toronto initiative and was designed by architects at Phillips Farevaag Smallenberg with The Planning Partnership. The park replaces a formerly undeveloped gravel lot and contains a piece of artwork known as Mirage on the ceiling, designed by Paul Raff and consisting of numerous octagonal reflective steel panels. Many of the 50 columns supporting the overpass are decorated with artwork and the whole space is lit by coloured LED lighting.
