Scene was shot in a castle called Prague Castle, which is located in Prague. The courtyard looks a bit like the Kremlin courtyard, but of course is knocked out, especially in the shot where the red balloon flies past the dome of the tower - it doesn't look like a Kremlin tower at all. The creators of the movie shot only general plans of the Kremlin in Moscow, as they did not receive subsidies and tax breaks for filming, so the main scenes were shot in Prague and at the studio.
